Main directions / Normative and methodological studies / Development of Shelf Zone Register The base for the shelf zone register shall be an electronic variant of the state mapping system in the scale of 1: 1000000 on which everything is build up. The shelf zone register consists of five stratum groups: 4. Physical and geographical conditions 5. Economic and geographical conditions The algorithm of charge calculation for using of RF shelf depths involving the Register of RF Shelf Zones is based on rank indicators that allow to evaluate different criteria and define their values. Recording of factors having impact on charges for using shelf resources within the centrally established limits shall be performed on the basis of rank co-efficient evaluation of basic criteria as well as of conditions for water territories that are at different stages of the geological prospecting process, as per the Federal Law “On Earth’s Interior” and the RF Tax Code, part 2 (Federal Law dated August 8, 2001; N 126-ФЗ). Development of the Algorithm System "Register of RF Shelf Zones» is based on software designed by the company ESRI - Arcview 3.2 with the Spatial Analyst and Geographer 2.0, that was developed by the Central State Research Institute of Engineering Geology of Russian Academy od Sciences. It is expected that the Geographer 2.0 will be used at the stage of the Register development and the ESRI software shall be used for the system analytical functions.
