Department of Methodological and Normative Developments (ОМNI)

The department work goes along two directions:

  1. Development of industry budget standards for geological prospecting and other works related to them (Collected budget norms and standards CCH-03, issue 6, parts I, II)

ССН-03 are based on timed observations and statistic data from work on research vessels of the Ministry for Natural Resource depending on the nature of research vessels, content of marine geological prospecting work and work performance; they contain time norms per work unit, estimate norms and standards expressed in natural measurement units  per estimated work units as well as the procedure and examples of how to use the Collected Norms Book.

The norms and standards in the Collected Norms Book are designated for calculation of single and complex rates and for estimation of marine prospecting work costs on the basis of them.

Part I of the book is being prepared for publication. Now it is presented for approval to different organizations in the industry; Part II is under development. It is planned to have it published at the end of 2004 – beginning of 2005.

We take orders for development of estimate norms (time and local standards) including their registration on the industry level.

    2. Development of Register of Russian Federation Shelf Zones on the basis of modern geo information technologies for the oil and gas complex (Information Analytical System (IAS).

The completed IAS allows:

  • Improvement of the information support and management solution quality in the sphere of marine nature management.
  • Calculation of charges for concrete licensed sites on the RF shelf depending on work stage and in accordance with existing normative and legal acts.

Currently this system is under development. It is planned to finish the first version by the end of 2004.

This system has already been used for calculation of charges to be regularly paid by a number of organizations and firms performing prospecting and appraisal on Russia’s shelf.

It is proposed to use the IAS as the base for organization of monitoring of the use of RF shelf resources as well as solution of other federal and regional problems.
